A tool is a permanent that is associated with a character and travels with that character.
Tools have 3 implied abilities:
- When this comes into play, associated with target character that shares a faction with this.
- Continuously check if this is associated with a character that shares a faction with it, if it is not disassociate it."
- D: Disassociate this, then associate it with a different target character that is on the same area.
If a tool is disassociated and not reassociated it is left on the area where the character is located. The tool may be associated with any compatible character on that area by any player.
