The restore cost is the energy that must be paid during a player's restore phase to avoid draining or discarding a permanent. The restore cost is printed under the main cost on the permanent's card.

If the restore cost is paid during the restore phase and the permanent is drained, it is undrained.
If the restore cost is not paid during the restore phase and the permanent is undrained and it shares a faction with it's leader, it is drained.
In all other cases, the permanent is discarded. This means that if the restore cost is not paid on a permanent that is either a drained or that does not share a faction with its leader, it is discarded.

Tools have an implied ability that changes when restore costs must be paid.
