A player "owns" a card if they actually physically own the card or are the current user of the card, such as having borrowed it. When a player losses, all cards they own are removed from the game. In addition, a card owned a by one player is not allowed to be in the hand, deck, or discard pile of a different player. No rule or card text should ever cause this.
