The restore cost is the energy that must be paid during a player's restore phase to avoid draining or discarding a permanent. The restore cost is printed under the main cost on the permanent's card.
- If the restore cost is paid during the restore phase, the permanent is undrained if it was drained drained.
- If the restore cost is not paid during the restore phase and the permanent is undrained and it shares a faction with it's leader, it is drained.
- In all other cases, the permanent is discarded. This means that if the restore cost is not paid on a permanent that is either a drained or that does not share a faction with its leader, it is discarded.
Tools have an implied ability that changes when restore costs must be paid.
